updates to pkgDown website

updated pkgdown website with new documentation following release of serrsBayes 0.4-1 on CRAN

Rebuilt README following release of version 0.4-1 of serrsBayes on CRAN

removed dataset TAMRA due to dependency on R package 'hyperSpec', which has now been archived from CRAN. Replaced with equivalent lsTamra dataset that doesn't have this dependency.

avoid numeric underflow when result$beta==0 (or sca_G or sca_L)

Peak locations are now constrained to lie within the range of observed wavelengths. Locations are sorted to preserve identifiability. Also fixed a rare bug in reweighting ESS that could potentially result in an infinite loop.
